The Caribbean parts of the Kingdom of the Netherlands—Curaçao, Aruba, Sint Maarten, and the special municipalities of Bonaire, Sint Eustatius, and Saba (hereinafter: CASBES)—face significant challenges. From socioeconomic inequality to administrative stability, these complex issues require professionals with the right knowledge and competencies. To effectively address these challenges, there is a need for educational programs that support professionals in their development. These programs focus on innovation, resilience in the public sector, and the challenges facing public administration—summarized by the overarching theme: strengthening administrative capacity. This goal is being pursued by a consortium of knowledge institutions: Utrecht University, the University of Aruba, the University of Curaçao, and The Hague University of Applied Sciences. Together, we are developing this LLO-Caribbean platform, a platform for lifelong learning where LLO programs can be accessed, both blended and hybrid. Professionals from both the Caribbean and the European Netherlands can learn and further develop themselves.
Education as a response to administrative challenges
For government institutions and public services, investing in professional development is crucial to strengthening the quality and effectiveness of local governance. The LLO platform offers an accessible, flexible, and modular LLO program that meets the substantive needs of the Caribbean part of the Kingdom. This will help us enhance the capabilities of professionals in public service. Participants can take programs at various institutions. The knowledge institutions within the consortium recognize all achieved results and certificates. This allows professionals to easily create a personalized learning path, without administrative obstacles.
