Introduction and content
The in-depth module in policy advising builds on the basics in policy advising module. You will learn how to write a complete (policy) memo that is ready to be implemented by consistently applying the steps from the policy-making cycle and reflecting on those steps by applying your own moral compass. You will also learn how to structure your advice according to an advising template.
Participants learn to further substantiate the final (policy) memo by applying a moral compass to a self-submitted case by making relevant public values and interests explicit and analyzing value conflicts and dilemmas.
At the end of the module you will have formulated a clear, concise, well-argued and logically structured policy memo that is tailored to the right audiences using the right terminology. you will also learn how to present. and defend, the advice in a management context.

This module consists out of 6 x 4h sessions
Course outline:
Sessions 1: Assignment, context, target audiences and the policy-advising template.
Defining the scope of the assignment and completing a draft version of the template.
Session 2: Policy-making cycle - problem analysis , evidence-based working & relevant stakeholders.
Substantiating the problem with data and conducting a clear stakeholder and impact analysis.
Session 3: Policy-making cycle - designing realistic policy options and the policy-assessment framework.
weighing different policy options, including perspectives such as efficiency and effectiveness.
Session 4: Moral compass - public values, dilemmas and justifying your decisions.
Making moral dilemmas explicit and justifying the final (policy) decision.
Session 5: writing skills - structure, logic & persuasiveness.
Formulating the key components of your memo clearly, concisely, well-argued and focused on the right target audiences.
Session 6: policy memo - formatting & making your memo decision-ready.
Preparing the memo for decision making: formulering clear decision points, describing the implementation process, identifying the risks and formatting it in a professional way.
